Protest that the agency engaged in unequal discussions is sustained where the agency allowed the awardee to explain that an affiliate not identified in its quotation would perform some of the work, and did not allow the protester a meaningful opportunity to revise its quotation; and protest is further sustained where the agency unreasonably attributed the affiliate’s experience and past performance to the awardee, and downplayed the significance of a recent termination for cause on a recent contract held by the awardee.
