Protest is sustained where the agency failed to consider an organizational conflict of interest that was specifically identified in the solicitation as a conflict and which the awardee identified in its proposal; and protest is sustained where the evaluation of the awardee’s proposal as technically acceptable was contingent upon remediation of flaws in the proposal which ultimately were not remediated.
