Joint Venture Reasonably Excluded from Competition Based on Member’s Participation in Establishing Ground Rules for the Procurement; GAO B-415036, HBI-GF JV

Protest challenging the Army’s OCI investigation and its decision to exclude a joint venture from the competition is denied, where the agency meaningfully assessed the potential OCI and concluded that a member of the joint venture possibly had special knowledge of the agency’s future requirements, based on its involvement in an independent external peer review of the design phase of the current construction project.
