Protest challenging the agency’s evaluation of proposals is denied, where the agency was not required to consider negative media reports in its evaluation of the awardee’s past performance, and where the agency reasonably considered the assumptions in the awardee’s proposal, none of which took exception to the solicitation requirements for fixed-price offers.
