Government’s motion for summary judgment is denied where the government failed to address appellant’s claims that the agency actively misled appellant about the impending withdrawal of United States forces from Iraq at the end of 2011, which appellant claimed caused it to incur unnecessary costs to store excess inventory ordered as a result of the misinformation, and which appellant asserted constituted a breach of the duty of good faith and fair dealing.
