Protest challenging the agency’s planned corrective action is sustained, where the agency decided to make award without holding discussions and therefore its decision to open discussions and allow nearly every offeror to submit revised technical and price proposals is too broad in comparison to the minor defects identified in the procurement process, and where instead clarifications would acceptably allow those offerors prejudiced by the errors in the solicitation to correct their proposals without disturbing their offered pricing.
