Appeal of the SBA area office’s determination that the awardee is a small business is denied, where a firm is not automatically affiliated with the affiliates of its affiliates, particularly in the absence of any common ownership or control, and where the protester failed to present its allegations of affiliation based on ancillary evidence to the area office, and therefore cannot present this evidence for the first time on appeal.
