Protest challenging a solicitation requirement that is burdensome, or even impossible for a particular firm to meet, is denied, where the protester’s inability to meet a requirement does not render the requirement objectionable if it properly reflects the agency’s needs; and protest challenging the agency decision to cancel a solicitation is denied, where the agency discovered several flaws that needed to be corrected and properly used its discretion to cancel the solicitation.
