Protest challenging the agency’s evaluation of the protester’s technical proposal is denied, where the RFP clearly required proposals to demonstrate that proposed solutions met the technical requirements, which the protester failed to do; and protest challenging the qualifications of the evaluation team is denied, as the selection of the members of the evaluation team is within the agency’s discretion, and GAO will not review such allegations, absent evidence of bias or a conflict of interest.
