Protest challenging agency’s evaluation of the protester’s staffing proposal is denied, where the solicitation clearly required offerors to agree to assign the same proposed employees to the task order for the duration of performance, but the protester anticipated promoting and replacing certain key personnel; and protest alleging the agency engaged in unequal treatment is denied, where the assignment of a strength to one offeror’s proposal does not require the agency to assign a weakness to another offeror’s proposal for failing to propose the same attribute that warranted a strength.
