Proposed Employee’s Experience Did Not Meet Protester’s Own Description of Key Position; GAO B-414517, MSI-Tetra Tech
Protest challenging the agency’s evaluation of the protester’s key personnel is denied, where the agency reasonably evaluated the proposed employee’s background against the protester’s technical proposal and concluded the individual did not have the experience needed to meet the protester’s own requirements for the position, and where the agency reasonably relied on information provided by the proposed employee’s references to support its conclusion; and protest that the agency failed to conduct meaningful discussions is denied, where the protester was not prejudiced by any possible errors because its proposal was deemed technically unacceptable in other areas unrelated to this challenge; and protest of the evaluation of the awardee’s technical proposal is denied, where the substitution of proposed personnel in the awardee’s final proposal revision had no effect on its technical proposal, which described general job duties but did not depend on the expertise of any specific employee.
