CO Cannot Override Combatant Commander’s Decision to Deny Base Access to Subcontractor; GAO B-414289.2, Leidos Innovations Corporation

Protest that agency unreasonably found a firm nonresponsible because its subcontractor was ineligible for access to bases where the contract was to be performed is denied, where the decision to deny base access to the subcontractor was made by the combatant commander and could not be overridden by the contracting officer, and where the CO was not required to open discussions or engage in other communications with the protester regarding the matter.
