Protest arguing the agency unreasonably declined to reopen discussions is denied, where the agency had already held two rounds of discussions with offerors and was not obligated to enter into new discussions to allow the protester to replace a proposed key employee who had resigned; and protest arguing the awardee could not guarantee the availability of its proposed key personnel is dismissed, where the protester is not an interested party to challenge the evaluation of the awardee’s proposal, because another technically acceptable offeror remained in the competition and would have been in line for award.
