Protest challenging agency’s technical evaluation is denied, where the protester did not fully address its experience in the section of its quotation reserved for this discussion, but in the section listing its service offerings, and where it was reasonable for the agency to consider whether the protester had specific experience directly related to the work to be performed under the solicitation, even though the solicitation did not specifically state this as an evaluation criteria; and protest challenging the agency’s failure to seek clarification from the protester regarding an identified weakness is denied, where the clarification would have required significant revisions to the protester’s proposal and therefore would have constituted discussions; and protest challenging agency’s price evaluation is sustained, where the agency did not fault one of the awardee’s for proposing service pricing in a manner specifically prohibited by the solicitation.
