Protest challenging the agency’s evaluation of technical quotations is denied, where the protester’s failure to adequately describe its management approach was reasonably considered a weakness and where the agency concluded that other areas of the protester’s proposal merely met the requirements and did not warrant strengths; and second protest also challenging the technical evaluation is denied, where the protester failed to adequately describe its approach to working with other vendors on the BPA and did not address or mitigate the risk involved with employing one of its key management personnel through its proposed subcontractor; and protest alleging the agency failed to conduct equal discussions is denied, where the agency’s request for clarification about the source of two offerors’ labor rates did not constitute discussions because neither offeror was allowed to revise its proposal and where the information was not related to an evaluation criterion.
