Protest challenging the agency’s evaluation of the awardee’s staffing proposal is denied, where the solicitation did not require offerors to propose any specific number or mix of personnel, and the fact that the awardee proposed a lower number of personnel than the protester does not mean the awardee’s proposal was unreasonable; and protest challenging the agency’s evaluation of the realism of the awardee’s compensation plan is denied, where the agency compared the awardee’s proposed compensation to industry data and concluded it was realistic, and where the agency was not prohibited from selecting a below-cost, fixed-price offer for award.
