Protest challenging agency’s evaluation of technical proposals is denied, where the protester’s allegations generally amounted to disagreement with the agency’s conclusions and where the agency was not required to give the protester credit for its transition plan due to its status as the incumbent; and protest challenging the cost realism evaluation of the awardee’s proposal is denied, where the agency’s methodology was reasonable and where any errors in the agency’s calculations, even if corrected, would not have altered the protester’s competitive position.
