Estimated Hours in Awardee’s Technical Approach Did Not Match Hours in Cost Proposal; GAO B-414373, AdvanceMed Corporation

Protest challenging the agency’s cost realism evaluation is sustained, where the agency evaluated the awardee’s proposed labor hours and level of effort at the solicitation line item number level, but not at the task level, and therefore did not analyze whether the proposed number of hours and FTEs were sufficient to accomplish the tasks, and where the awardee failed to propose any hours for completing administrative actions required after the completion of the tasks enumerated in the RFP.
