Petition to direct a contracting officer to issue a final decision on a claim is denied where the claim was not certified and contained references to rules regarding claims valued both above and below $100,000, and therefore the board could not determine when the CO was required to issue the final decision; and alternative petition to treat the CO’s action as a deemed denial is denied, when this request must be made via an appeal, not a petition to the board.
