Requests for reconsideration of prior decisions are denied, where the protester merely repeats arguments raised and denied in its previous protests and does not provide any evidence GAO erred in concluding the agency reasonably referred the protester to the Small Business Administration for a Certificate of Competency determination, because of its concerns that the protester could not perform the contract due to the unavailability of its proposed subcontractor.
