Government’s motion to dismiss a protest challenging its past performance evaluation is denied, where absent the errors the protester could have been selected for award; but the protest itself is denied on the merits, where the agency properly attributed the past performance of each joint venture member to the JV as a whole, but also reasonably considered the role each member would play in contract performance, and where the protester could not argue that a past performance reference for a proposed subcontractor was an ongoing requirement and therefore relevant, because it did not submit references showing the full period of performance.
