Agency’s Failure to Evaluate Fringe Rates in Compensation Analysis Not Prejudicial Where Awardee’s Rates Were Higher Than Protester’s; GAO B-414285, Dalpar Corporation

Protest challenging the agency’s evaluation of awardee’s proposed professional compensation plan is denied, where the agency ignored contradictory salary data in the protester’s proposal and instead properly used the protester’s price worksheets and a base number of hours, as established in the solicitation; and allegation that the agency failed to consider offerors’ fringe rates as part of its professional compensation analysis is denied, where the awardee’s fringe rates were higher than the protester, and therefore the protester was not prejudiced by the alleged failure.
