Agency Did Not Violate Voluntary Stay of Protested Contract by Issuing Order for Similar Services Under a Different Contract; COFC No. 16-1569C, Tetra Tech Inc. v. United States

Protest challenging the award of a task order as out of scope of the underlying contract is denied, where language in the solicitation reserved the right of the agency to order work or similar management efforts and therefore an offeror could reasonably have anticipated the contract would incorporate the work under protest; and where the government did not violate a voluntary stay of work on a separate contract under protest, even though the requirements were similar.
