Two SDVOSBs Owned by Same Individual Do Not Satisfy Rule of Two; GAO B-414314 AeroSage LLC

Protest challenging the agency’s decision not to set aside a procurement for service-disabled veteran-owned small businesses is denied, where the agency reasonably limited its market research for an urgent, low-dollar requirement to a specific geographic region, and reasonably concluded that the Rule of Two was not met, because the only SDVOSBs likely to bid on the requirement were owned by the same individual, and therefore the agency could not guarantee the procurement would be subject to adequate price competition or that award could be made at a fair and reasonable price.
