Protest challenging the agency’s evaluation of the protester’s past performance is sustained, where the agency unreasonably considered the protester’s future access to an agency database during the evaluation of past performance, and did not consider the past performance of a proposed subcontractor, as required by the solicitation; and protest challenging the agency’s price evaluation is sustained, where the agency failed to evaluate offerors’ option year prices as required by the solicitation and where the record was inadequately documented; and protest challenging the agency’s source selection decision is sustained where the best-value tradeoff consisted of a two-sentence statement comparing only two offerors’ proposals and was based on a flawed evaluation.
