Appeal of the agency’s termination of a purchase order is denied, where the contractor attempted to delivery only half of the required air duct assemblies by the contractual due date, and where the contractor did not use the parts specifically named in the PO to manufacture the assemblies; incorporated used and surplus parts despite the PO requirement to use only new parts; and failed to ensure the traceability of parts back to their manufacturer.
