Protester’s request for a recommendation that it be reimbursed its costs of filing and pursuing its protest is denied, where the agency placed a stop-work order on the protested contract and timely notified the Small Business Administration that a requirement accepted into the 8(a) program was previously performed by a small business, and where the agency terminated the contract for convenience after being informed that SBA would not accept the requirement into the 8(a) program.
