Agency Did Not Meaningfully Consider All Potential OCIs Arising from Award of Two Related Task Orders to One Contractor; GAO B-412187.2, Department of Veterans Affairs—Reconsideration
Agency’s request for reconsideration of a decision sustaining a protest that the agency failed to meaningfully consider potential conflicts of interest arising from the awardee’s performance of two task orders is denied, where the record did not demonstrate the agency meaningfully considered all the potential areas where an OCI could arise, and where possible errors in interpreting some of the task orders’ technical requirements did not affect GAO’s conclusion that the awardee’s work supporting application developers on an existing task order could affect its judgment evaluating applications under the protested task order.
