Protest challenging the agency’s rejection of a proposal as technically unacceptable is denied, where the request for proposals clearly required offerors to submit resumes detailing their proposed employees’ training and experience, as well as proof of certification, and did not allow for proof of certification to be submitted in lieu of a description of the employees’ experience; and where an ambiguity in the solicitation about whether offerors were required to submit certifications for a certain class or classes of proposed personnel was patent, because the solicitation did not consistently identify these classes of personnel, and therefore the protester was required to raise this challenge prior to the submission of proposals.
