Protest alleging an unequal access to information organizational conflict of interest is denied, where the agency investigated the potential OCI and concluded that the awardee’s proposed program manager did not have access to the protester’s labor rates, invoices, or performance reviews while he was employed with the agency; and protest challenging the agency’s technical evaluation is denied, where the agency reasonably concluded the protester’s proposed key personnel did not meet the RFP’s educational requirements, even though they possessed other positive attributes, and this deficiency resulted in a marginal rating to the protester’s technical proposal.
