Appeal of the SBA’s decision that the appellant was not an eligible service-disable veteran-owned small business for the procurement is sustained, where the contracting officer did not require recertification at the time of task order award, and therefore the most recent opportunity to challenge the awardee’s SDVOSB status was when it recertified at the time its option was exercised for the underlying contract award.
