Protest challenging the agency’s past performance evaluation is denied, where the agency’s assignment of a satisfactory confidence rating to the protester’s proposal was reasonable, because the joint venture submitted no past performance information for a team member proposed for a significant portion of the work, and where the agency may have erred in concluding that one of the JV members did not demonstrate performance in a specific mission area under one contract, but the protester was not prejudiced by this error, because the agency acknowledged the member’s experience in this area in relation to other contract references, and where the different in quality between the offerors’ past performance was not a discriminator, and so the agency reasonably gave more weight to relevance.
