Protest challenging the agency’s technical evaluation is denied, where the agency reasonably considered the protester’s phase-in plan in light of its role as the incumbent contractor, but did not find this warranted a significant strength; and protest challenging the past performance evaluation is denied, where the solicitation provided the agency would consider the past performance and experience of proposed subcontractors; and protest challenging the agency’s cost evaluation is denied, where the agency may have erred in waiving minor documentation requirements for the awardee’s cost accounting system, but reasonably concluded the system met the solicitation requirements, and where the protester was not prejudiced by this proposed error, and where, despite the protester’s disagreement, the agency did evaluate the awardee’s costs and found them realistic.
