Agency Considered Unrelated CPARs for Awardee’s Past Performance, but Neglected to do Likewise for Protester; GAO B-413973, CSR Inc.
Protest challenging the agency’s past performance evaluation is sustained, where the agency considered Contractor Performance Assessment Reports for projects that were not referenced in the awardee’s quotation, but did not do likewise for the protester; and protest challenging the agency’s technical evaluation is denied, where the weaknesses assigned to the protester’s proposal were reasonable and where additional unchallenged weaknesses would have rendered the protester’s proposal merely “acceptable” even without the other weaknesses; and protest challenging the agency best-value tradeoff decision is sustained, where the agency failed to adequately document how it found the awardee’s corporate experience to be superior to that of the protester, where the vendors were equally rated.
