Protest challenging the agency’s evaluation of proposals under the technical maturity factor is denied, where the request for proposals did not allow the agency to use outside materials or calculations provided by the protester to evaluate the capacity of an electrical power generator proposed by the awardee for contract performance and did not require the agency to evaluate the capabilities of the generator’s manufacturer.
