Protest of the agency’s technical evaluation is denied, where two separate evaluation panels reasonably arrived at slightly different conclusions regarding the strengths of the protester’s proposal, and where the agency reasonably concluded the awardee’s proposed construction schedule took exception to requirements in the sample task order statement of work, even though the solicitation did not require offerors to submit such a schedule.
