Plaintiff’s motion for summary judgment on the administrative record is granted, in part, where the agency failed to conduct a price realism analysis as required in the solicitation, and denied in part, where the agency’s technical evaluation and consideration of past performance were reasonable and did not reflect disparate treatment.
