Appeal of the agency’s denial of claims for compensation for additional work not contemplated by the solicitation is denied, where the solicitation and contract clearly stated the requirements, notwithstanding minor discrepancies between the written instructions and drawings incorporated into the solicitation, and where the solicitation clearly stated the contractor must comply with local building codes and standards.
