Protest challenging the agency’s technical evaluation is denied, where the agency reasonably concluded the protester’s proposed staffing level presented a performance risk and failed to demonstrate an understanding of the requirement, and where the agency concluded the protester’s technical approach did not propose any initiatives or innovations to support its staffing levels; and protest challenging the agency’s discussions as misleading is denied, where the record showed the agency repeatedly notified the protester of its concerns with the proposed staffing levels; and protest challenging the agency’s most probable cost adjustment to protester’s proposed cost/price is denied, where the agency reasonably concluded the protester’s proposal was technically unacceptable and therefore a challenge to the cost adjustment provides no basis to sustain a protest.
