Protest challenging the agency’s evaluation of the awardee’s technical proposal is denied, where the manner in which the incumbent contract was performed was not a criterion against which proposals were to be evaluated, and where the awardee’s innovative approach supported its proposed use of more junior staff to accomplish some of the requirements; and protest challenging the agency’s evaluation of the awardee’s proposed rates is denied, where rates were not evaluated against costs incurred under the incumbent contract and where the awardee’s proposed technical approach supported its lower proposed costs.
