Appeal of the contracting officer’s final decision denying a claim for alleged constructive changes and delays is denied, where the solicitation cautioned offerors to assume the presence of hazardous materials and waste,  and the appellant did not plan for the time and expense required for worker safety precautions and the safe removal of the waste.
