Request that the Government Accountability Office recommend the reimbursement of all protest costs is granted, where a reasonable agency inquiry into initial protest allegations would have revealed prejudicial errors in the agency’s evaluation of proposals and resulting best value determinations, and where the challenges to the agency’s evaluation and best value determination shared a common legal basis and were therefore inextricably intertwined.
