Protest challenging the agency’s technical evaluation and award decision is denied, where the solicitation did not require offerors to submit a work plan to be considered technically acceptable, but only offered this as one method for demonstrating technical acceptability; and where the awardee was not required to include the relevant NAICS code in its SAM profile, provided it met the size standard for the award and was capable of performing the work; and where the awardee was not required to be a registered SDVOSB, provided that at least 25 percent of the work would be contracted out to eligible VOSBs or SDVOSBs.
