Request that GAO recommend reimbursement of attorneys’ fees at a rate higher than the statutory cap of $150 per hour based on increase in cost of living is granted where the claim filed with the agency adequately documents an increase in the cost of living based on the Department of Labor’s Consumer Price Index.
