The Small Business Administration has issued a memorandum directing its Procurement Center Representatives to apply the Supreme Court's decision in Kingdomware to all task and delivery orders under multiple-award contracts are considered contracts, not only those awarded under authorities in the Veterans Benefits, Health Care, and Information Technology Act of 2006 relating to veteran-owned small businesses and service-disabled VOSBs.
