Protest that the agency unreasonably failed to request written final proposal revisions after conducting discussions is denied, where the agency accepted oral revisions during discussions and where there no regulatory requirement or language in the solicitation or underlying multiple award contract requiring the agency to do so; and protest that the agency engaged in unequal discussions by accepting submissions from offerors after conducting oral discussions is denied, where the record shows the agency set a common date for accepting submissions in follow up to oral discussions, and the protester was not prejudiced by the agency’s conduct; and protest the agency unreasonably evaluated the protester’s and awardee’s proposals is denied, where the protester’s arguments amount to mere disagreement with the agency’s judgment.
